Dear Mr, Emerick:
My services have been enlisted on behalf of
the County Wide League and certain parents
and patrons of the Loudoun County Schools to
obtain equal educational opportunities for
Negro children in the public schools of
Loudoun County., With the idea of settling
the matter amicably if possible, I am here-
by requesting an interview with you in your
office in Leesburg March 12, 1940 and am also
writing Mr, William T. Smith, Chairman of the
County Board of Education for permission to
address the Board at its meeting the same day.
I believe that when I show you and the Board
the legal complications of discrimination
against Negroes, including direct personal
liability in damages on the part of the
Superintendent and Board members, you will
be persuaded to equalize educaticnal oppor-
tunities for Negroes without further action.
The County Wide League and the parents and
patrons desire to cooperate with you in
every possible manner consistent with ob-
taining their constitutional rights.
